The hospital has a statutory duty to ensure a plan is in place in accordance with the National Framework for Emergency Management. The purpose of the Major Incident Plan is to set out the procedures that will enable effective and co-ordinated planning and response in the event of a major emergency being declared resulting in a large number of casualties attending the hospital. The Internal Incident Plan covers a wide range of Internal Incidents which have the potential to disrupt the normal function of the hospital.
These plans have evolved over the years in response to learnings from major emergency simulation exercises and internal incidents that have occurred in the hospital to test the hospitals preparedness should these type of incident occur.
The plans cover Beaumont Hospital, St. Joseph’s Hospital Raheny and Raheny Community Nursing Unit (RCNU).
Both plans are updated on a regular basis in response to actual incidents and training feedback.
Mass Casualty simulation exercises take place twice a year in Beaumont Hospital. All staff are invited to participate. External agencies are also invited. These exercises simulate an event with 100 injured ‘casualties’ presenting for treatment. This tests our preparedness.
Table-top exercises involving a smaller number of participants take place on a regular basis in the Emergency Department (ED) Individual departments hold their own exercises.
This automated phone system alerts staff if the hospital activates the Major Emergency Plan. This system is tested and updated on a regular basis
Training is provided for a team who respond 24/7 to serious internal incidents. A report of the incident is given to the MIP team which aids in reviewing the incident and making changes as required.
We carry out fire evacuation exercises in each area in Beaumont, St. Joseph’s hospitals and RCNU each year. An internal incident simulation exercise was undertaken which involved evacuating.
